(click here for the full Termcard) | Dr. Waters has taught international law at universities in the South Caucasus and Balkans, and been involved with a number of rule of law reform projects in those regions. He has also worked for the Human Rights Division of the OSCE mission in Kosovo and monitored several elections for that organisation in Armenia, Azerbaijan and Georgia. Dr. Waters has frequently addressed military audiences on international human rights and humanitarian law in both Canada (at the Pearson Peacekeeping Centre) and the United Kingdom (at the Joint Services Command and Staff College). He was called to the Bar of Ontario, Canada in 1996. Dr. Waters is also the Deputy Director of the University's Centre for Euro-Asian Studies.
